Building Reliable GIS Systems for Emergency Communications
In a 9-1-1 center, a GIS system isn't a product feature — it's part of the infrastructure a call taker depends on to send help to the right place. That changes how you think about building and supporting it. A dashboard that's 95% reliable sounds fine in a product review. In an emergency communications center, that missing 5% is the call where the map doesn't load, or the address doesn't geocode, at the exact moment someone needs it to.
Reliability is a design decision, not a QA phase
Coordinating telecommunications and GIS infrastructure for an emergency communications center means the requirements bar starts differently than most software work. Voice, data, wireless, and GIS systems all have to work together, on a 24-hour on-call basis, with commercial carriers and contractors in the loop. You can't bolt reliability on after the fact — it has to be part of how components are selected and integrated from the start.
That means asking different questions early: What happens if this data source goes down mid-shift? What's the fallback if a system update doesn't apply cleanly? Who gets paged, and how fast, when something degrades instead of fails outright?
NG911 raises the stakes, not just the tech
Next Generation 911 brings real improvements — better location accuracy, richer data, more resilient routing — but it also means more systems that have to interoperate correctly, all the time. Every additional integration point is one more place reliability can quietly erode if it isn't actively managed.
Working across vendors and regional partners, the biggest lesson has been that reliability is a coordination problem as much as a technical one. The GIS layer, the CAD system, the telecommunications infrastructure, and the people staffing the center all have to stay in sync — and staying in sync takes deliberate, ongoing coordination, not a one-time integration project.
Design for the worst shift, not the average one
It's easy to evaluate a system on a quiet Tuesday. The real test is whether it holds up during the busiest, most chaotic call volume of the year — when every extra second of downtime or every ambiguous map layer has a real cost. That's the standard mission-critical public safety systems have to be held to, and it's the standard I try to bring to every system I touch, GIS or otherwise.
